In Westward III, how do I increase my maximum possible population of the town?
I am stuck at 15/15 settlers, I have built a bunch of stuff including housing for more than enough people and there are jobs available. I must be missing something.
In order to have a population over 15 people, you need to hire a Sheriff. Once you do that, people should start moving in again.
